<description>&#60;p&#62;Not the greatest piece of journalism.  The idea is interesting.  Windsor being wealthy and everyone being driven whereas Portsmouth not so wealthy and everybody walks [Scilly Isles as second best walkers might be anomaly?].  But As Kensington and Chelsea gets applauded as good walkers the thing starts to fall apart a little allowing the Windsor council guy to come in with&#60;/p&#62;
&#60;p&#62;Last night councillors in Windsor appeared unconcerned about their poor showing in the tables. Colin Rayner, Cabinet member for Highways and Streetcare, said: &#34;This just another unnecessary report showing meaningless statistics. We believe in giving our residents choice. Parents will take their children to school in the way they feel is the safest.&#34;&#60;/p&#62;
&#60;p&#62;Thatcher introduced the illusion of choice.

&#60;p&#62;Top of the list for walking to school is Portsmouth. Presumably many people/children already walked before the &#60;a href=&#34;http://www.portsmouth.gov.uk/living/9727.html&#34;&#62;wide introduction of the 20mph zone&#60;/a&#62;, but should encourage the numbers to stay high.
