The idea is interesting. Windsor being wealthy and everyone being driven whereas Portsmouth not so wealthy and everybody walks [Scilly Isles as second best walkers might be anomaly?]. But As Kensington and Chelsea gets applauded as good walkers the thing starts to fall apart a little allowing the Windsor council guy to come in with</p> <p>Last night councillors in Windsor appeared unconcerned about their poor showing in the tables. Colin Rayner, Cabinet member for Highways and Streetcare, said: "This just another unnecessary report showing meaningless statistics. We believe in giving our residents choice. Presumably many people/children already walked before the <a href="http://www.portsmouth.gov.uk/living/9727.html">wide introduction of the 20mph zone</a>, but should encourage the numbers to stay high. </p>
