<description>&#60;p&#62;I don't understand how the Tories are so unambitious in their manifesto with Andrew Gilligan in there as a senior transport adviser. His twitter was a sea of good sense about cycling combined with a weird amount of complaining about trans groups. &#60;/p&#62;
&#60;p&#62;I also think he wrote the big cycling plans for Oxford and Cambridge which called for big spending.

&#60;p&#62;Released online late on November 30, the new £7.2 billion plans include spending £50 annually per head on active travel measures. In comparison, says Labour, the Conservative government currently spends just £7 per head per year on active travel, and, according to the Conservative party manifesto, this will drop to less than £2 per head should the party win the general election on December 12.&#60;/p&#62;
