That probably means the price is too low. To help meet the Tories concerns, the Council should progressively increase the fine, say in £10 increments, until it has the desired effect. Which is ~20/day per camera, or roughly five per hour of operation (in each direction).</p> <p>Before the camera was put in, there would've been closer to 5 people/<em>minute</em> driving in each bus lane.
