I think parent councils should consider threatening legal action

Well it’s worked so for smaller interest groups…

Disappointing, especially as the parent council reps did such a good job. One positive is that we now have a working group across all the parent councils and we'll be back again in force when this comes back to committee. I believe that'll be in 6 months, not 12 now, as LibDem amendment was accepted.

I think it's unlikely now that the filters will be removed before the school holidays, so there will be a period of bedding in before schools start back in which it will become apparent what the new traffic levels are.

Spineless equivocations from Labour, Leb Dims and Tories, voting down SNP and Greens 6-5 to remove the filters and monitor for 12 months.

So we fight on.

Mr Gibson argued that with the filters in place, drivers became frustrated at not being able to take the most direct route and tended to speed up and slow down at the various turns and junctions as they drove round three sides of a square. Removing the filters would remove that frustration and lead to lower overall speeds, he claimed.

What utter BS. The least-filtered 'route' in the area is Midmar Avenue/Midmar Drive/Hermitage Drive/Braid Road, which is a 20mph limit all the way - but you'd never know it from the way some drivers treat it. (Actually the Braid Road bit is probably the worst for speeding, but Hermitage Drive comes a close second, and would likely be just as bad if there weren't so many cars parked along it creating chicanes.)

Speaking as someone who lives in a reasonbaly adjacent 20mph zone with no modal filters, I can assure Mr Gibson that their absence does not appear to induce a kind of zen-like calm in most drivers. Far too many appear to regard the limit as purely advisory - and a good proportion of those like to "take the racing line" when turning right at junctions i.e. they cut egregiously close to the kerb on their off side, which is unnecessarily risky given that their over-rapid approach to the junction is unlikely to have given them sufficient time properly to observe any traffic which might be approaching along the road they're turning in to.

I would take the claims of concern about rat running more seriously if the "solution" being proposed wasn't to remove all filters and see an overall increase in rat running. These guys love rat running, they just want less of it on "their" street.

He's not incorrect.

There are two primary rat runs being used to circumvent existing filters:

Braid Rd > Hermitage Dr > Hermitage Gdns > Braid Cres > Braid Rd, to continue down to Morningside clock

Braid Rd > Hermitage Dr > Midmar Gdns > Braid Ave, to use the traffic signals to exit either to rat-run Woodburn Ter and Canaan Ln to Morningside Rd (crossing and up the back to Watsons), or to go east with the ease of a signalised junction to facilitate the right turn.

Both of these were addressed in the 'enhanced option 1' fallback plans from TRO/25/17 that didn't end up seeing the light of day other than statutory stakeholder consultation. These rotated the Braid Ave filter to redirect southbound traffic along Cluny Dr to Hermitage Gdns and back to Cluny Gdns, and did similar to northbound traffic sending it back up Braid Ave, severing the issues that have caused Gibson's group to take up arms. They also added vehicle prohibitions on some of the side streets that reach Comiston Rd, such as one-way at the end section - and added another filter on Braid Rd at Cluny Dr to sever the first of those two 'secondary rat-runs' established with the filters in place.

Yep. The council's own report showed that average speeds on the filtered road have decreased from 26.6mph (2019) to
15.3mph (2025)

Report up at https://democracy.edinburgh.gov.uk/documents/s100296/Item%207.3%20-%20Greenbank%20to%20Meadows%20Quiet%20Connection%20-%20Update.pdf

Canaan Lane and Clinton Road filters to be added is good news.
Braid Avenue/Cluny Drive and Hermitage Gardens/Cluny Drive won't be replaced and bizarrely they're going to spend money to run an advertising campaign that those roads are reopening to through traffic. "Roll up, roll up, get your rat run here!". Leaves a bit of a bitter taste.

* Removal of the modal filters that cannot be made permanent will alter the current
distribution of traffic flows in the area and is also likely to make routes in the area
more attractive to through traffic, increasing current overall traffic levels.
* These modal filters have been in operation for five years and people walking,
wheeling and cycling have become accustomed to low levels of through traffic using
these streets.
* It is therefore proposed to undertake a publicity campaign in advance of removing
the modal filters at Hermitage Gardens and Braid Avenue to maximise awareness
of the upcoming change amongst local residents, community groups and school
communities

I'm not sure why they can't reinstate all three if they were all subject to the same drafting errors. Hopefully some wiggle room at committee next week...

@pringlis - thanks to everyone involved. I know it isn't easy finding agreement on active transport issues in a single parent council, so getting five to sign up is some achievement. The letter will certainly make it harder for Councillors to argue a moral or safety case for removing the filters.

A shared letter from the Parent Councils of South Morningside, Canaan Lane, St Peters, Bruntsfield and Gillespies went out this week, addressed to TEC members and key council officials. It expressed our shared concerns around road safety around schools and disappointment at children's' safety being put at risk around the Quiet Route. Hoping that having the strong support of all the schools close to the quiet route moves the needle or at least gives officials cover to strengthen measures rather than backpedal.

Surely the job of a journalist, especially an EEN journalist, is to publish what they believe ought to be the truth, not what actually is the truth. Perhaps they applied a high level of scrutiny, discovered the discrepancy and therefore ignored it.

I don’t blame you. And I nearly emailed Swanson about that. Will have to
make up a rogue stat for next time I send him a quote.

Think I'm going to have to delete my Facebook account or at least blacklist it to stop me replying to the good folks of Keep Morningside Moving. The chap who went to the press and reported that 65% of people in the Braid Estate want the filters removed appears to have misread the bar chart in the report... annoying that the Edinburgh Evening News printed it without checking.

Not unless that’s a euphy. Only from quasi-judicial TRO Sub, not TEC.

(This is a thing I was realising recently - the same issues with who can vote on these filters will come around when TRO Sub have to ratify whatever long-term order. Unless all those who recused due to having kids at Gillespies can take part again because the filters there are now permanent?)

Braid Road ‘modal filter’ survives long-running traffic-calming saga

THE long-running saga about traffic-calming measures and car parking restrictions between the Braids estate and James Gillespie’s Primary School - taking in also Comiston Road - appears to have come to an end, with a decision to retain some ‘modal filters’, such as Braid Road, and remove some, such as Canaan Lane.

On Tuesday, members of the city council’s Traffic Regulation Orders sub-committee met (report to committee) to ‘finally’ consider which measures to remove, keep temporarily, modify or make permanent.

To be retained: Whitehouse Loan at Warrender Park Road, Whitehouse Loan at Strathearn Road and Braid Road at Hermitage Drive. Meanwhile, being removed: Canaan Lane, Hermitage Gardens and Braid Avenue.

‘Finally’, insofar as the deliberations thus far have been mired in, among other things, wording errors, consultation exercises that have been met with scepticism, a seeming reversal of earlier decisions by elected members, a censure of two councillors and highly polarised views among the general public.

The decision to retain the Braid Road filter followed a 5-4 vote in favour of a verbal amendment suggested in the room.

It is understood the decisions regarding the filters to be removed will be reviewed in six months’ time.

In terms of the ETRO vs TRO stuff? Don't believe so - there was a back and forth at TEC on 2nd April where KLang asked whether we'd learned anything from all of this stuff and the answer was less ETROs in future. I think the Transport committee are more across the possibilities than the average bear.

However the fact this will be taken seriously vs. a random email is it coming from Spokes Planning Group - so will be a clear indicator to Cllr Jenkinson that there's a good route through this mess if desired.
