As our cities draw up plans and invest to become more resilient, Bogotá offers a powerful example of practical, low-tech solutions that take advantage of existing assets, engage the community and demonstrate that less car-centric cities are not only feasible but also more enjoyable and beneficial for all.

Removal staring on the 17th August, just after kids go back to school. https://www.edinburgh.gov.uk/public-transport/travelling-safely/3

August 2026 update
We expect to complete the following works over three days starting on 17 August.

The work will involve:

removing the two traffic filters along Cluny Drive and returning the junctions to the previous layouts and priorities
refreshing the road markings on several junctions within the Braid Estate.
The changes to the two traffic filters along Cluny Drive will be completed on 19 August.

While we expect that these dates will go ahead as planned, road marking works are heavily dependent on dry weather and there is a chance that these may have to be rescheduled.

Ahead of the removal of the traffic filters, we will also introduce temporary signs along the two routes where the changes will be made to make sure that everyone walking, wheeling, cycling and driving, understands the changes.

I wrote that deputation for Councillor Ross as I agree with him on this, but when he asked if we'd support I did have a bit of a go at him for his colleagues not supporting us at TEC last week on the Quiet Route...

It isn't only outside schools - driving behaviour is at an all time low. Mostly due to lack of enforcement, and lack of effective penalties.

Penalties should include points on the licence, multipliers for repeat offenders, and fines linked to income.

“

Deputation from South Morningside Parent Council for Agenda Item 8.8 - Parking Enforcement Around Schools By Councillor Ross

South Morningside Parent Council welcomes this motion and particularly supports the proposals to investigate enhanced parking enforcement around schools.

Despite the considerable efforts of schools, parent councils, and the wider community to encourage safe and considerate travel behaviour, unsafe parking around the school gates remain common. Vehicles stopping on yellow lines, bus lanes, near or on crossings and at junctions reduce visibility and create risks for children walking, wheeling and cycling to school. While education on better parking behaviour is important, experience shows that this is not always sufficient on its own to change behaviour - enforcement is necessary to stop repeat offending.

We therefore support the Council exploring how additional resources can be directed towards targeted enforcement around schools.

That's probably good regarding the 'curves' although the signage really needs to be better.
Drivers coming down Hermitage Gardens *never* indicate if turning 'left' to continue down Hermitage Gardens.

To be honest, from a car, some of these junction priorities are not at all clear until you're nearly on them. It does help if you stick to the speed limit mind you...

No timescales yet due to the ‘publicity campaign’ required to tell everyone they’re about to make the roads less safe - as well as contractor required for line works and removal.

Cluny Drive as I understand it will go back to having standard side road give ways onto Braid Ave, and same onto Hermitage Gdns; but I believe the priority ‘curves’ from Corennie Dr onto Braid Ave etc will remain as the side road give ways/ quiet route having priority.

Removals is the easy bit, all the signage and road markings need redone as there are Give Way markings and signs which won't make sense when the filters are removed.

There was some recent drainage work at that junction to address some flooding issues. I guess part of that contract was to repaint the double yellow lines, and noone's thought to tell them maybe not to bother. That said, I expect it'll be weeks/months until the filter is actually removed so no harm really.

While I thought this was the most probable outcome (see previous posts) it still absolutely sickens me. Also, I simply do not believe administration councillors voted to remove the filters as they were worried about some hypothetical legal action about the use of TTROs. That is the smallest, most pathetic fig-leaf of an excuse. They simply agreed with the objectors. The Tories went as far as to paint the evidence from parents worried for the safety of hundreds of kids as equivalent with that of the dozen of so households living in multi-million pound homes on Midmar Drive, whining that traffic should use any street but their own.

Grrr.

I think parent councils should consider threatening legal action

Well it’s worked so for smaller interest groups…

Disappointing, especially as the parent council reps did such a good job. One positive is that we now have a working group across all the parent councils and we'll be back again in force when this comes back to committee. I believe that'll be in 6 months, not 12 now, as LibDem amendment was accepted.

I think it's unlikely now that the filters will be removed before the school holidays, so there will be a period of bedding in before schools start back in which it will become apparent what the new traffic levels are.

Spineless equivocations from Labour, Leb Dims and Tories, voting down SNP and Greens 6-5 to remove the filters and monitor for 12 months.

So we fight on.

Mr Gibson argued that with the filters in place, drivers became frustrated at not being able to take the most direct route and tended to speed up and slow down at the various turns and junctions as they drove round three sides of a square. Removing the filters would remove that frustration and lead to lower overall speeds, he claimed.

What utter BS. The least-filtered 'route' in the area is Midmar Avenue/Midmar Drive/Hermitage Drive/Braid Road, which is a 20mph limit all the way - but you'd never know it from the way some drivers treat it. (Actually the Braid Road bit is probably the worst for speeding, but Hermitage Drive comes a close second, and would likely be just as bad if there weren't so many cars parked along it creating chicanes.)

Speaking as someone who lives in a reasonbaly adjacent 20mph zone with no modal filters, I can assure Mr Gibson that their absence does not appear to induce a kind of zen-like calm in most drivers. Far too many appear to regard the limit as purely advisory - and a good proportion of those like to "take the racing line" when turning right at junctions i.e. they cut egregiously close to the kerb on their off side, which is unnecessarily risky given that their over-rapid approach to the junction is unlikely to have given them sufficient time properly to observe any traffic which might be approaching along the road they're turning in to.
