Even Jacobs couldn't get the numbers to add up.  Every option was found to cost far more than the benefits it would bring.  It is better value simply to clear up after each landslide than do anything about it - reforesting the slopes was also thought to be a good idea, but despite that being seven years ago not much seems to have been done on that front.
