From my reading of the plan the north side footway will be under scaffold but the south side will untouched. I've been trying to work with them on this particular closure for a while as it's really going to impact people travelling to the South Morningside Primary annexe. The developers were the first ones to tell me they'd be closing the road, the council officials didn't even seem to be aware of it at that point. The builders draw up the plans of what they want to do and the council just tinker around the edges.
