&#60;p&#62;“Council:&#60;/p&#62;
&#60;p&#62;Agrees the existing Council commitment to continue exploration with the intention of implementation, of a Workplace Parking Levy as outlined in the agreed City Mobility Plan.&#60;/p&#62;
&#60;p&#62;Recognises that this proposal must be designed to meet Edinburgh resident’s needs and, above all, to contribute to sustainable transport solutions in the city.&#60;/p&#62;
&#60;p&#62;Recognises that there is a clear need, in moving towards our 2030 net zero carbon goals, for significant investment in sustainable transport options, primarily active travel and public transport.&#60;/p&#62;
&#60;p&#62;Recognises that a Workplace Parking Levy can make a serious contribution to improving the transport network in the city, providing cleaner, sustainable options for all to choose and helping to eradicate existing transport inequalities.&#60;/p&#62;
&#60;p&#62;Requests that an update report on the work to date on an Edinburgh Workplace Parking Levy should be brought to Council within two cycles; and that this report should include an updated position on: the Scottish Government legislation progress, appropriate options on which workplaces should be considered, what appropriate exemptions might be necessary, how we can encourage employers and workers to shift to sustainable means of travel and how revenues raised can be reserved to directly invest in continued improvements to the transport network.”&#60;/p&#62;

&#60;p&#62;With&#60;/p&#62;
&#60;p&#62;“&#60;/p&#62;
&#60;p&#62;Replace all with:&#60;/p&#62;
&#60;p&#62;1. Notes Edinburgh does not have the Non-Statutory Guidance needed to implement a Workplace Parking Levy (WPL).&#60;/p&#62;
&#60;p&#62;2. Agrees that parking is a key part of any transport system, but that poorly managing it leads to higher levels of trip generation and congestion.&#60;/p&#62;
&#60;p&#62;3. Notes that The Scottish Government has made a clear “commitment” to reducing car-kilometres by 20% (compared to 2019 levels) by 2030 and that City of Edinburgh Council has responded to this with a 30% “target”. Linked to this Edinburgh also has a clear commitment to significantly increase the number of people using public and active travel, both to and within Edinburgh.&#60;/p&#62;
&#60;p&#62;4. &#60;strong&#62;Notes that the focus of the original motion appears to be taxing (and thereby gentrifying)&#60;/strong&#62; unwanted behaviours (rather than ending them) and that this is incompatible with Edinburgh’s commitment to tackle the climate emergency and reduce car-kilometres.&#60;/p&#62;
&#60;p&#62;5. Agrees that as Edinburgh works through this transition, its parking needs will change significantly.&#60;/p&#62;
&#60;p&#62;6. Agrees to a comprehensive review of the scale and distribution of on street and off-street public and private parking in Edinburgh in the context of City Plan 2030, and of how parking demand will change if our capital is to meet its Net Zero and Modal Shift targets.&#60;/p&#62;
&#60;p&#62;7. Agrees to work with key stakeholders to develop a comprehensive plan to manage parking availability as public and active transport capacity expands.&#60;/p&#62;
