The Visitor Levy (Scotland) Act 2024 requires the Council to run a consultation on the proposed scheme. The Act also imposes an 18-month "implementation period" before a levy can actually be raised. In effect, Edinburgh are actually racing out of the blocks and will have the scheme in place as quickly as the law will allow.</p> <p>The Scottish Government want to put as much distance between themselves and any levy as possible.
