As well as the 32 local authorities, both of Scotland’s national park authorities have statutory duties on outdoor access. Together they comprise Scotland’s 34 “access authorities”.</p> <p>In September and October of 2025 a working group set up by the Scottish Outdoor Access Network (SOAN) oversaw an online survey of access authorities in Scotland. The survey was delivered by Gavin Corbett of Ramblers Scotland1.
