&#60;p&#62;Now there's a question. &#60;/p&#62;
&#60;p&#62;There is a longstanding disconnect between good ideas, reports and resources. &#60;/p&#62;
&#60;p&#62;It's not just CEC. &#60;/p&#62;
&#60;p&#62;It's politics (party and other), inertia, optimisms, assumptions, dogmas, vested interests etc. &#60;/p&#62;
&#60;p&#62;Bridge goes rusty - better replace it. &#60;/p&#62;
&#60;p&#62;Exercise, 'prevention rather cure' - 'yes, but we've &#34;got&#34; to build more hospitals, employ more doctors' etc. - 'it's what the voters want'  etc.

&#60;p&#62;CEC has actually looked at this (can't remember if this was the exact place) but decided it was too expensive (£500k or more).
