Depends on what was being pumped out and whether the Council have the licenses in place for releasing this stuff into the environment/sewer system. In the first instance I would raise this with the Council (not sure which department, perhaps a CEC poster could help) - just to establish what was going on. Appeared to be dumping whatever it had recently sucked up. Vile and nasty. Took a picture. What should we do with it? </p>
