My bold. He presumes the cursing was aimed at him but he wrote "she then cursed at cyclists", the general term, not the specific "me" or even "the wobbly <strike>woman</strike> man" but at cyclists in general. </p> <p>Yes, that's just the kind of reaction you want to encourage. And it's hardly the basis for a policy.</p> <p>edit: my bad.
