If the polices were datagathering, would they use obvious uniformed/vehicled officers or innocuous civilians in innocuous civilian attire?

<description>&#60;p&#62;SRD - As far as I am aware, police speed detection equipment is only authorised for use on motor vehicles (Section 20, Road Traffic Offeders Act 1988 and various statutory instruments).  I imagine these devices can tell the speed of cyclists, but it is a moot point whether the police could rely on this evidence in court.

<description>&#60;p&#62;I saw a L&#38;amp;B police 4x4* over at Meadow Place, with two police in it.  Then, when I got to the meeting of MMW with NMW, there was another one parked there (or it had somehow got there before me).  Anyone else spot them? or have any idea what they were up to? &#60;/p&#62;
&#60;p&#62;*by 4x4 I mean like a rangerovery thing - is there a better name? not quite what i would call a people carrier/suv
