&#60;p&#62;There are really only two ways to pay:&#60;/p&#62;
&#60;p&#62;Now&#60;br /&#62;
Later&#60;/p&#62;
&#60;p&#62;As soon as you hear the words &#34;leverage&#34;, &#34;bonds&#34;, &#34;lottery funding&#34; or &#34;developer contributions&#34; you are getting into huckster territory.&#60;/p&#62;
&#60;p&#62;I actually hope I am wrong here and there is some other way of paying for transport projects which doesn't involve my (or anyone else's) cash, but I doubt it.  Happy to be proved wrong though.
