&#60;p&#62;Ignoring the fact that the quote may be 'made-up' by a PR person, and assuming there is no &#34;insincere&#34; intent -&#60;/p&#62;
&#60;p&#62;a@w is correct with &#34;meaningless statements&#34; - &#60;em&#62;not least&#60;/em&#62; because CEC has little idea of how to go about it, or any-joined-up-policies (Cycle Training for all pupils would be a start) or (almost certainly) the money to make it even slightly likely.&#60;/p&#62;
&#60;p&#62;In addition there is the question of whether CEC would have an all-encompassing way of influencing the behaviour of 'its' citizens!
