There are too many obvious hills that people would use the bikes to go down but not up. Plus it's far easier and better to own a bike in Ed than it is in London when often you're so far out of the city it makes sense to grab a bike in just the middle. In paris the city is so flat and the infrastructure so good (bike stations everywhere) that it works well.
