It is, of course a short cycle and maybe a ten minute walk. This is being supported by Spokes. One only has to look at the recently built housing estates between Dunfermline and Inverkeithing. The only shopping nearby is a massive Tesco. They did provide quite a few cycle paths, mostly shared use / slightly segregated paths, some on road, but very few cyclists using them on the times I've been (a relative lives there). In talks with one official from Midlothian council, it seemed that they certainly do not feel ambitious being a relatively small council.
