The delivery of the means to generate financial returns is a theme in this

http://www.bikelongbeach.org/Planning/Read.aspx?ArticleId=20

and other US cyclists actions.

I've wondered what might come of having cyclists shopping hours, perhaps when the stores are less busy and daring (?) innovation like letting people bring bikes inside to load the shopping instead of struggling in the wind and rain at the exposed bike racks, or having freight bikes available to local businesses to make deliveries etc, all tuned and measured to get clear proof of the money saved or gained.
