Previously he was one of the leading councillors on <a href="http://en.wikipedia.org/wiki/Lothian#Lothian_Regional_Council_.281975.E2.80.931996.29">Lothian Regional Council</a> - which probably should never have been abolished - the whole system of 'two-tier' local government disappeared in 1996. </p>
