I've been to Brussels, it was 7 years ago so it may have got worse since then. Yes there was a lot of traffic but as a pedestrian I wasn't particularly bothered. But I've driven in Turin which was pretty hairy and congested at times. Driving 'round' Milan was equally clogged.
