"I could be wrong. But then again so could the Guardanian."

Yes.

But I agree/assume your analysis too.

Think includes Festival Square.

I thought essential edinburgh was a sort of traders organisation that anyone within the zone is forced by council regulations to pay a tax to. I don't think they "own" any of the city centre - I thought they were more about signange, promotion, events, running the St. Andrew Square garden and that sort of thing. I could be wrong. But then again so could the Guardanian.

"
A large area of prime public space in central Edinburgh covering the New Town shopping area of Princes Street, Rose Street and George Street, is also run by a private firm – Essential Edinburgh – as "a business improvement district" on behalf of the local shops, offices and banks.

"

http://m.guardian.co.uk/uk/2012/jun/12/aberdeen-city-garden-project

I'm sure this doesn't directly affect the tram related 'cycling ban' but it might do on provision of cycle parking.

I wrote origainally to The Council's Transport Convenor about making it a cycle route across town to avout the very busy (and at the time very poor surfaced) George Street. He came back with a big fat NO!

I plan to cycle this route with local politicians next week. I'm still waiting for reply from new CEC transport person as I suggested that this route should 'tolerate' cycling. Active support would be asking a lot.
It looks like a good bike route so I think it should be used.

We wandered along a bit at the weekend: I think you'll still have to dismount and walk past Hanover St. The emergency lane is fine from Clarks westwards but I really can't remember what it does the other side as far as Waverley.
