Cyclists' heads are above the worst of the exhaust. Win, win, win for those who insist on using their car just to drive to the local park to take their dog for a walk. As a cyclist pedalling in and around the city I am so aware of the crud that I am having to breathe from vehicular exhausts. The recent Legionnaire's outbreak in Edinburgh gives some idea of what pollutants/airborne bacteria can do.
