I know it mentions priorities and junctions, but it's the "rarely" bit which jumped out at me. If it can jump out at one person it could jump out at another, possibly one looking for a quote to remove from context and stick in a headline on the EEN.com...

8) In order to make all this possible, cyclists agree to use the paths reponsibly, adjusting velocity as required to allow safe progress for all.

But the detailed wording for point (3) is about eliminating conflict with motor traffic at junctions and turns, and making the bicycle a tool for continuous effort by reducing the need to slow down that arises because of badly designed infrastructure, not reducing the need to slow down because cyclists have a right to barge through pedestrians.

Although peversely, in this country cyclists have to give way to cars, because cars are faster, yet cyclists have to give way to pedestrians because pedestrians are slower.

I almost added an alternative wording after that but didn't bother. As others have guessed, something that is more clearly "cycles more fairly prioritised at junctions rather than made to wait for entire light sequences such as along the Broomhouse path"; less easily-misinterpretable-as "cyclists career along at breakneck speeds expecting everyone to get out of their way".

i'm sure there is a better way of phrasing thebrakes thing. something like 'their way should not be unnecessarily impeded'?

sadly, over here it is not so much braking as unnecessary 'cyclists dismount' signs that we need to campaign against.

Oh dear, only English cyclists' rights? Assuming the guy is Dutch (from the context) might be worth explaining to him that's a bit like just having rights in Holland...

On the brakes thing, I suppose it feeds into the prejudice that cyclists never stop or slow down for anyone or anything.

Other than that, it looks good & reflects the Dutch design principles from what I can see.

Quoted from Wilfrid's post on a bike forum far, far away:

"
For a bit more than half a year a fellow recumbent rider and I have made a Dutch website about the cyclists rights. It explains why we as cyclists shouldn't be treated as second class citizens. Of course many of you don't read Dutch so for the last couple of weeks / months we've been working on an English version of the site. And today it's finished (kind of, we still have plans).

So take a look at the site below and let us know what you think. And please... spread the word. Help make the Cyclists Rights known!

http://cyclistsrights.org/

More information on this site can be found on my blog. You can also leave your comment there if you like.

Regards,
Wilfred
"

Much like POP, there is a detailed manifesto:

1) The cycle path is for the comfort of the cyclist, not to create room for the motorist.
2) The quality of cycle infrastructure should at all times be equal to the quality of infrastructure for motorized traffic.
3) Priorities, junctions and rights of way must be designed such that cyclists rarely need to use their brakes or get off their bikes.
4) Other cycle path users are, under no circumstances whatsoever, allowed to endanger the health and/or safety of the cyclist.
5) Cycle facilties and infrastructure must be suitable for use for all types of bikes and cyclists.
6) Cycle paths must be safe to use at all times of the day, or night.
7) Public transport, buildings, and all facilities of that nature, must have adequate facilities to account for the cyclist's needs.

I think it all looks pretty good. What say, POP pickers? And the Magnificent Octopus may wish to sharpen his quill per the Help Out page.
