<description>&#60;p&#62;A heck of a lot more positive and pro-active than anything we get up here.  am sure there are some of the same issues that we face with implementation and meeting goals, but this strikes me as having a totally pro-cyclist tone to it, not the sort of grudging acknowledgement that we usually get, that suggests that while they'll support cycling, cars are still what people really want...
