<description>&#60;p&#62;The idea seems to have come from an Australian landscape architect Mike Harris who has &#34;met with leading figures in cycling infrastructure implementation and management. Intensive mapping of each city's No Excuse Zone and cycling infrastructure was also undertaken, to determine how far the average person could ride from the city centre within 20 minutes and by what route.&#60;/p&#62;
&#60;p&#62;This research has brought him an informed understanding of what makes a successful cycle city - what works and what does not - in terms of strategic cycling networks and street infrastructure.&#34;&#60;/p&#62;
&#60;p&#62;How well this works in the real world remains to be seen, but it is still an interesting idea.

<description>&#60;p&#62;Quite an interesting idea.  The definition of the no exuse zone is not entirely clear to me.  Should you be able to reach any point of the zone from any other point in 12 minutes, or does the zone have a centre point from which it is possible to reach all other points of the zone in 12 minutes?&#60;/p&#62;
&#60;p&#62;This idea could be extended to personalised zones: home reports could include a no exuse zone; businesses could publish their own no exuse zones, etc.
