Other downside is that there appears to be a motorcyle blocking most of the racks.

That's actually a pretty space efficient design, and good locking options. Only downside appears to be that the bikes are kept upright by a wheelbender-style bit at the rear wheel, unless I'm missing something?

Neighbouring residents, Police Scotland, local businesses and the New Town Community Council all opposed the pub bid led by Glendola Leisure.

Superintendent Matt Richards said granting the application “ran counter” to police anti-social behaviour campaigns and would create another “hot spot” for hard-pressed officers to prioritise.

An update… Essential Edinburgh have confirmed that they will be replacing racks along this part of rose street. Their plans show 3 racks next to the Roxburghe, 3 opposite the Amber Rose and they are replacing the temporary racks next to the police box in the middle of this section with an additional 3.

"This has space for probably 15 bikes or so but is, quite understandably, never used....I struggle with the concept of parking my bike down a dark alley, next to a couple of skips, in an area that is not overlooked, has minimal lighting and very few passers-by"

...Essential Edinburgh did indeed junk the old rack about a month ago as part of the 'decluttering' in advance of the poetic-redesigning of this end of rose street. The chap I spoke to was really helpful and put the temporary rack in (better than nothing and at least maintains use of this space as somewhere to park your bike). I gather that the long-term plan has been to place racks at either end of each stretch of rose street thereby leaving the central areas free for markets/cafe's etc. My point is that in Holland bike racks are everywhere making cycling safer (no walking around in the dark - Essential Edinburgh also 'decluttered' all the lighting along this stretch a month ago), more convenient therefore more folks will cycle around town and finally, you can keep an eye on your bike thus reducing thefts etc. If you truly want to design a cycle friendly city centre/encourage cycling, it's clear that this is the way to go but sadly, i agree that it doesn't bring in revenue in the way that cars and street markets do. Essential Edinburgh also showed me a new, covered, but absolutely unused, bike rack behind the pub (same area but down a lane which runs in-between and parallel to princess st and rose st). This has space for probably 15 bikes or so but is, quite understandably, never used....I struggle with the concept of parking my bike down a dark alley, next to a couple of skips, in an area that is not overlooked, has minimal lighting and very few passers-by but the council are frustrated that they have provided a rack that no-body uses…. When they finally start replacing the racks on rose street I'm hoping they see sense and we get the old rack back in situ, next to the police box - which apparently cannot be 'decluttered'....

So they removed Sheffeild stands temporarly and bought wheel benders as a temp replacement? They planned to move the original stands all along? Why didn't they just move the stands in the first place rather than waste cash buying, installing and then removing wheel benders? Dhoop!!!

I've just heard back from Essential Edinburgh about bike parking at the Lothian Road / Shandwick Place junction. They say "Thank you very much for you e-mail regarding bicycle parking facilities, however you need to direct your request to City of Edinburgh Council as we do not have any responsibility for that area."
Checking the map of the EE area I see that where I was is indeed a couple of paces outside of the area.
Edit: I've now mailed the request to cycling@edinburgh.gov.uk.

@Roibeard, this is where the business plan appears to conflict with the 'Rose Street Project': http://www.essentialedinburgh.co.uk/ee-subpage.aspx?pageID=167

Specifically:

The Key Priorities are:

•	Creating a traffic management plan that can be easily enforced
•	Create welcoming and interesting entrances
•	Establish a year round activity plan
•	Improve the Public Realm (lighting/street furniture/surfaces)

Traffic Management

•	Establish an optimal traffic plan
•	Establish measures to enforce it (such as the use of Large Planters, ,trees and extended outdoor seating)
•	Encourage pedestrians to flow along the full length of Rose Street .

And:

Activity Plan

•	Create spaces and facilities to allow entertainment, events and markets to take place along the length of Rose Street

It's that last bit that got the cycle parking removed.

Devil in the detail, as ever...

From the business plan, under 'Accessibility', 5 year budget £235,000 (£43,000 this year):

Someone's probably said it before but York city centre could teach Edinburgh several things about providing parking for bicycles. I'd've taken some photos had I not been bairnwrangling but it feels like pretty much every third street corner has a big pile of Sheffield racks.

Makes it even worse that there were decent stands there that were taken away!

crowriver - Here's what "Cycling by Design" the Scottish Government's policy on cycle infrastructure says about the wheelbender type of parking:

"Cycle stands which only grip the cycle by a wheel (including butterfly racks and concrete slots) are not recommended as they offer only limited security, can cause a trip hazard to pedestrians and can damage wheel rims."

Scotland has the policies - but people just ignore them.
