'control over cities' seems unlikely...

Given that Cosla seem to be on the verge of following the Bain doctrine. Pat Watters had more sense.

"
Ms Sturgeon’s new portfolio also includes control over infrastructure and cities, but it was the move to put her at the centre of the referendum negotiations that caused most comment.

SRD - transport sits in the Infrastructure and Capital Investment Committee, which scrutinises most of the portfolio now covered by the Deputy First Minister (DFM). Junior Ministers working for the DFM are Keith Brown (Transport and Veterans) and Margaret Burgess (Housing and Welfare) - so the remit of the Committee is unlikely to change. There is a reasonable possibility that an ad hoc committee will be created to consider the Referendum Bill, as it doesn't really sit within the remit of any of the current committees.

So it's not Keith Brown in charge of the big stuff then?

Keith does as he's told, whether by Alex, Nicola, John or wee Eck.

His policy on cycling seems to be "humour the cycling nutters and pass the buck to local authorities".

Which means more cack handed, half arsed local 'networks' of paths/cycle lanes which fizzle out before going anywhere due to 'cross boundary' issues...

The new Environment czar's credentials in full (from the SNP web site:

Paul Wheelhouse MSP
Biography:

Paul is a professional economist and, since 1992, has specialised in higher and further education markets, policy evaluation and economic appraisal and impact assessment of capital projects.
Born in Belfast in 1970, Paul was raised in Edinburgh, attending Stewart's Melville College.Paul gained an honours degree in Economics from the University of Aberdeen and an MBA from University of Edinburgh.
Paul has lived in Berwickshire since 2000, and has served as a community councillor since 2001. Paul joined the SNP in 2003 and is Organiser for Roxburgh and Berwickshire SNP.
He is a member of Shelter, SSPCA and RSPB.

Ah so maybe he's a twitcher? However, according to his LinkedIn profile, this is what he was doing before being elected to Parliament:

Economist and Education Consultant - Director (Owner)
Paul Wheelhouse Consultancy
May 2010 – August 2011 (1 year 4 months)
Working as a freelance consultant - either directly with clients or as an associate to other consultancy practices. Just completed a formative evaluation of Collaborative Innovation Partnerships for ONE, involving telephone and Internet survey research tasks, as an associate of BiGGAR Economics. Recently contributed to the charrette process for a 3,500 unit development at Hermiston, Edinburgh for Murray Estates Lothian Ltd and, through DTZ, I am working on education impacts of a strategic land allocation at Kirkcaldy, i.e. Kingdom Park. Currently also working with John R Craig and Scotia Homes, through DPP, on an education supporting statement for a proposed 200 unit enabling development at Kintore, Aberdeenshire and undertaking work for a 500 unit development at Bilston, Midlothian for Taylor Wimpey and Hallam Land Management.

Senior Consultant
BiGGAR Economics Ltd
June 2009 – May 2010 (1 year)
Senior Consultant position, with considerable exposure to public policy evaluation in respect of science and innovation policy interventions in NWDA, One North East and EEDA regions of England. Also widened experience to include urban regeneration projects. Continued work on providing education technical support to DPP as they promoted a large regeneration site at Newbridge (former continental tyre plant) on behalf of Ediston Properties.

Housing developments and regeneration, eh? Poacher turned gamekeeper?

That's okay though, because he's done a 9 month stint in the Environment dept, during which time he showed a keen interest in agriculture, fisheries, forestry and and rural economic development policy and skills and labour market issues.

In an uncanny mirror image of Downing Street, Bute House has been rearranging the deck chairs too.

Alex Neil is replaced by Nicola Sturgeon as Cabinet Secretary for Infrastructure, Investment and Cities. Oh she'll be organising the march to independence too.

Alas Keith Brown is still there at Transport, but seems to be responsible for Veterans too now (which seems appropriate).

Elsewhere Stewart Stevenson is no longer Minister for Environment and Climate Change (a pity, he was at least a rail user) and is replaced by South of Scotland MSP Paul Wheelhouse (Who he? - Ed).
