<description>&#60;p&#62;'Course, a zero tolerance approach wouldn't wipe out the 15% of deaths because most of these will be caused by drivers who are above the current limit...&#60;/p&#62;
&#60;p&#62;How about enforcing that other limit, the speed one? 30 means 30. 60 means 60. They seem able to do it in France and society hasn't crumbled there.
