Er, what war? The Labour government bent over backwards to appease the road lobby and those strident voices in the media purporting to represent motorists."<br /> ...<br /> "Labour scrapped tram schemes for Leeds, Liverpool and Portsmouth because of rising costs but accepted whopping cost rises on road schemes. Labour's appraisal formula classed traffic reduction as a downside of public-transport investment because the treasury would lose fuel revenue.
