Instead it appears to be a vassal statelet semi-detached from a jumped up former imperial power; Run in quasi-governorial style by unelected quangos, remote 'local' authorities managing vast populations, and self-selecting cliques. They are open to the public. If you say you'd like something on the agenda, they'll usually just put it on the agenda and let you speak about it. The crowd in Leith seems to have brought together a vibrant set of voices, the Shandon Food group in South Edinburgh have done similarly on a smaller scale. BUt currently many community councils are dominated by concerns about parking and tend to be very reactive.
