<description>&#60;p&#62;I have this image of SRD scrabbling around, turning over metaphorical stones and examining the creatures which wriggle away from the glare of her investigative searchlight.&#60;/p&#62;
&#60;p&#62;Only to discover that Scotland is not a Genuine Participatory Democracy (GPD) with thriving local decision making processes, like, say, Switzerland, or even France. Instead it appears to be a vassal statelet semi-detached from a jumped up former imperial power; Run in quasi-governorial style by unelected quangos, remote 'local' authorities managing vast populations, and self-selecting cliques. The latter's claim to power rests in their resources (time, money) which enable them to sit on committees of various voluntary statutory bodies.&#60;/p&#62;

<description>&#60;p&#62;For Community Councils you just turn up. They are open to the public. If you say you'd like something on the agenda, they'll usually just put it on the agenda and let you speak about it. Maybe some community councils are very closed but mainly they're marginalised and isolated, desperate for local people to be at all interested in what they do.

<description>&#60;p&#62;These could be positive shifts, but we face a real challenge to get progressive voices, rather than conservative ones heard.   The crowd in Leith seems to have brought together a vibrant set of voices, the Shandon Food group in South Edinburgh have done similarly on a smaller scale. BUt currently many community councils are dominated by concerns about parking and tend to be very reactive.  I worry that the neighbourhood partnerships risk going the same way.
