I believe everyone does it at their local time zone.

London's Big Ride and Rome's salva i cyclisti were also bigger ... maybe they mean geographical spread?

I'm sure minimoth and I could cycle around at 6pm. Is that local time though? Or a particular time-zone?

Also there's been bigger critical masses (although I don't know if they count as a 'protest')...

http://en.wikipedia.org/wiki/Critical_Mass#Scale

(80,000!)

This is on today http://cycle-space.com/?page_id=11289

"Every equinox day all over the world, between 6 and 7 pm, anyone with a bike is invited to ride it, wherever, however, they like. Our best estimate is one or two thousand participants, centred mainly in places with active promoters, will be riding with Bike Hour in mind on the next equinox, Saturday 22 September. That still makes Bike Hour the world’s largest, albeit least organised, bicycle protest."

Well, apart from POP, of course...

Still an interesting idea nonetheless
