That can continue indefinitely if ex-hire and fleet cars come up from England to be sold and registered in Scotland.</p> <p>Mileage and petrol sales are better behavioural indicators. There have to be blips as cars die and need to be replaced. They should look at the <a href="http://www.transportscotland.gov.uk/strategy-and-research/publications-and-consultations/00925-03.htm">long term trend</a> (figure 2) and observe that the number of new registrations has been falling since 2003 and across the whole series there are surges (in periods of rising trend) or upward turns (in falling trends) every four to six years.
