&#60;p&#62;I agree about the difficulty of manoeuvring a cargo bike into those spaces, and I struggle to believe the spacing of the racks meets the minimum standards, although I've not got a ruler out to check.&#60;/p&#62;
&#60;p&#62;I also note that the plan says &#34;All provisions comply with the Council Cycle Parking Factsheet C7&#34;. They do not. The factsheet says that at least 20% of cycle parking is for non-standard cycles; this plan has 10%.&#60;/p&#62;
&#60;p&#62;Spokes reviews the cycle parking in planning applications which are on Development Management committee agendas. There is an utterly infuriating level of &#34;It doesn't meet the guidance, but we don't care.&#34; from almost everyone.&#60;/p&#62;

&#60;p&#62;It's hard to tell if this plan shows the reconfigured parking - &#60;a href=&#34;https://thebikestoragecompany.co.uk/products/bike-racks/&#34;&#62;The Bike Storage Company&#60;/a&#62; manufacturers all kinds, including semi-vertical and two-tier, but they are &#60;em&#62;very&#60;/em&#62; keen on weird and wonderful variations of wheelbenders.&#60;/p&#62;
&#60;p&#62;The main issue to me seems to be with the internal cycle store, and its positioning of the two 'custom Sheffield stands for 4 non-standard Bikes'.  I'm not convinced that the layout of the cycle storage compound allows for enough manoeuvering of something of the order of an Urban Arrow (or a velomobile) that would enable full use of the facility.

&#60;p&#62;Matter 5 – to address the consultation response from CEC Transport (dated 4 March 2024) regarding cycle parking as per the Edinburgh Design Guidance and the Cycle Parking Factsheet C7;&#60;/p&#62;
&#60;p&#62;Response – it is accepted that the proposed 38 cycle parking spaces meet the Council’s requirements in terms of numbers.&#60;/p&#62;
&#60;p&#62;However, the proposed 34 semi-vertical stands are not considered to meet the requirement of being easy to use. The Council Cycle Parking Factsheet C7 (page 1) states that cycle parking should be easy to use with “no lifting or dragging needed”. &#60;/p&#62;
&#60;p&#62;The use of semi-vertical spaces appears to be dictated by the design of the proposed building. In view of the fact that the site is vacant, there would appear to be no particular reason why the required number of suitable stands, e.g. Sheffield stands, cannot be accommodated by a redesign. This is clearly set out in the Edinburgh Design Guide (page 58): “early consideration of the location and type of provision is required to avoid retrofitting at the end of the design process.”&#60;/p&#62;

&#60;p&#62;I don't see the Waterloo place rack on OSM or Streetview, and I wasn't sure if the &#34;East Main Gate&#34; referred to the gate at the top of the hill. I can't see any racks there either although there is the odd railing.

&#60;p&#62;In a very quick check of the Design &#38;amp; Access Statement,I found this: &#34;Externally, there are existing Sheffield cycle stands providing parking for 12 cycles. This provision will be supplemented by additional covered cycle racking for staff within the building at ground floor level.&#34;&#60;/p&#62;
&#60;p&#62;The Sheffield racks are indeed shown in the drawings of the proposals. Whether removing them constitutes a breach of planning, I don't know.

<description>&#60;p&#62;Some abominations I believe installed on Princes Street near the Johnnie Walker centre. Incompatible with anything non-standard and terrible security even for standard bikes. Secured with hex keys, will scratch your frame, and altogether just unwieldy. Apparently about £500 each! Just install concreted in Sheffield Stands!&#60;/p&#62;
