&#60;p&#62;So how do you address a reckless motoring culture that does nothing to punish drivers who think nothing of ignoring speed limits by a significant margin?&#60;/p&#62;
&#60;p&#62;An associated media culture that neutrally reports endless road deaths with an apathetic shrug?&#60;/p&#62;
&#60;p&#62;There's no impetus to change anything.&#60;/p&#62;
&#60;p&#62;Government ain't bothered.  They can continue to erode workers rights right down to the wire, and it doesn't matter to many people, as long as they can still put their foot down and feel the illusory power of the engine, that's their idea of freedom, right there.&#60;/p&#62;

&#60;p&#62;Some have two - especially if the bike can have the wheel turned to become freewheel singlespeeds. &#60;/p&#62;
&#60;p&#62;Only &#60;em&#62;genuine&#60;/em&#62; track bikes could be sold legally with 'no brakes', won't be cheap and are very unlikely to be ridden on the road by the sort of people that the MP &#60;em&#62;might&#60;/em&#62; have seen.

<description>&#60;p&#62;Basically, in his constituency, cyclist deaths have risen from 2 last year, to 7 this year. Graham Allen MP has called for helmets to be compulsory (and must be included with a new bike sale, as well as lights and reflective clothing) and BMXs to be banned from the public highway because many don't have brakes (erm technically this is already illegal) or lights (ditto, and not a particular BMX problem).&#60;/p&#62;
&#60;p&#62;He &#60;em&#62;also&#60;/em&#62; wants better cycling infrastructure napparently.&#60;/p&#62;
