"Why have policy at all?"

Good question - in general terms (eg cycling).

In this case I suspect the councillor is referring to the fact that "planning" isn't just another council committee - it has statutory status and if a development is refused the developers can look for anything that may have prejudiced the process and go to court.

Unfortunately councils (including Edinburgh) have been known not to fight because of the legal cost.

Planning laws can trump LA policies.

City licensing leader Gavin Barrie insisted it was forbidden to prejudge any application, even in light of existing policy.

He said: “The applicant at Craigentinny offered a guarantee of a number of full-time jobs...

Motion passed! Next item of council business please. Ah yes, application 64c for plans to extend the tram to the moon.

Yes...

This is really a 'traditional' rock festival you see. All about big money and big brands.

I'm not knocking the chance for Zimmer Minds, Frightened Rabbit, Lau etc the chance to get a gig.

There is though a price to be paid as this goes on year after year.

Wear and tear in the city centre is quite severe. From overflowing bins to roofs shaken by pyrotechnics.

The excess of a 'recession' Christmas is replaced by the excess of a 'recession' New Year.

Things have been so bad that the Gold Brothers (tartanalia unlimited) have had to get rid of their Aston Martins and make do with Ferraris. I know as we've just had three of them revving and wheel-spinning in the street outside surrounded by admiring onlookers. (all red BTW). Of course if you were to cycle there it could be dangerous to pedestrians....

Happy 2013 when it comes...!
