<description>&#60;p&#62;Some details of the methodology are available by searching for &#34;Edinburgh People's Survey&#34;. It's not an approach I've seen in any textbook on the subject.&#60;/p&#62;
&#60;p&#62;If I did a survey and found that a basic measure like value for money had almost doubled in a single year, without any obvious reason like a dramatic improvement in services or a dramatic decline in council tax, I'd be wondering if some source of significant bias might have influenced the results.

&#60;p&#62;Now if I was a spin-doctor and one year there was 31% satisfied, but the next year there was 60%, I'd be shouting that the increase was 93% - not a measly 29%&#60;/p&#62;

<description>&#60;p&#62;56% of people are satisfied with the maintenance of roads!  Really?  I know the Council do a lot of good work and don't deserve much of the criticism they get in the EEN and the like, but roads maintenance isn't exactly a strong point.
