A lot of it was spurred by a mayor, <a href="http://en.wikipedia.org/wiki/Enrique_Pe%C3%B1alosa">Enrique Peñalosa</a> who is a noted transport planner.</p> <p>Sadly the new mayor sees cars as aspirational and says they need more roads. Instead of also increasing the scope of the wildly successful <a href="http://en.wikipedia.org/wiki/TransMilenio">transmillenio</a> segregated bus routes (which run cheaply at capacity and profitably without subsidy) he's looking to build a horrendously expensive metro system.
