<description>&#60;p&#62;Since 2008, the SCS Fines Enforcement Officers have been collecting unpaid fines for FPNs, Fiscal Fines, Court Fines etc.  Their sanctions as part of implementing an enforcement order on a fine include deduction from benefits, arrestment of funds, arrestment of earnings and seizure of vehicles.  Before a vehicle is seized it is normally clamped.  Those who havent paid a fine also pay the costs of enforcement.

<description>&#60;p&#62;Don't know if it involves clamping, but the Courts in Scotland have powers to seize your vehicle for persistent non-payment of fines - and either sell or crush it if you don't pay up sharpish.

<description>&#60;p&#62;Different powers for different organisations.  SCS are collecting unpaid fines for Police FPNs.  Parking tickets are issued by local authorities.  The chipwrapper would have a field day if you could be clamped for some of the things that councils can fine your for (overfilling your bin or whatever)

<description>&#60;p&#62;Seems like a smart idea. For some reason they don't seem to apply it to people who evade parking tickets though (you'd think with vehicle-mounted ANPR systems someone could just tour the city with a flatbed full of clamps, and claw back some of the ridiculous debts owed).
