Presumably it has never occurred to anyone to measure such a thing. In the world of ITV "News", "traffic misery" is something only experienced by people in cars.</p> <p>Also, who are these people driving cars in central London? What on earth possesses them? Some people must be spending serious amounts of time crawling along there. </p>
