<description>&#60;p&#62;Why have they left the wheels open, with lots of nice snagging points? They could have easily covered them over with smooth body work, much like a tram.&#60;/p&#62;
&#60;p&#62;Even if the construction lorry has to go on muddy sites, they could always make the wheel cover panels removable for cleaning, de-clagging etc.
