    Indeed. Councillors can obviously disagree with some of their party's agreed positions, but I'd hope they can provide an explanation for doing so.

    As always, it’s the definition of “residential”. Broadly, it seems that councillors think residential means either the street where I live or where my potential voters live. Every other road is arterial.

    Generally, a good response from 20s Plenty, however, I'm not sure I agree with:

    Surprisingly using median rather than the mean speeds and so damping down the effect of slower speed vehicles.

    I'd have thought that the mode (the most common speed) would be the best parameter to use, or perhaps just mentioning all 3 (median, mean & mode) as separate entities.

    speaking to *unspecified council member* at *unspecified council meeting* last night, he was describing respondents to a survey about 20mph. He was mentioning that those who were against the 20mph roll out at the start remained against it.

    However those who were undecided at the start were more moving towards being proponents of the scheme.

    Interesting I thought.

    Well that's good. It would seem pointless for them to apply inside schools after all.

    I'm perplexed by this though, I suspect it's an error in the document rather than an unforeseen positive:
    Positive impact on island, remote or rural communities:
    ...• Reducing vehicle speeds would extend long-distance journey times, making remote areas more difficult to access and have a negative impact on rural businesses.

    Agreed, the islands comment is in the wrong box. Funny though, if you are going to the islands, say from Uig on Skye and you overtake the city link bus then you can relax as the ferry scheduled to leave in a minute or two will wait a good half hour until the bus gets there

    Having had the chance to read the full summary. I note that there is a theme between the positives and negatives sections (I am paraphrasing for effect):

    Positive themes:

    Apparently Tory MSP Edward Mountain made reference to cyclists doing 40mph around Edinburgh. So evidence being taken on board then.

    Sir Edward Brian Stanford Mountain, 4th Baronet if you please.

    Sir Edward is a former officer in the Blues and Royals and as such highly trained in vehicle to vehicle gunnery. Determination of velocity is a crucial part of calculating offsets and I expect that his 40mph figure is precise. (If not accurate.)
