Could there not be some sort of waiting-for-a-taxi-button passengers could press?
I'm sure I've been in other railway stations where passengers have to endure a physical separation from trains (on the tracks) to taxis (on the road outside) but can travel through the intervening space by following prominent signs. Perhaps the Captain of Taxis could expand on this "£5 to drive around the outside" thing by compiling some stats about where most people are going. It might not be necessary to drive around the perimeter of the station if a passenger wanted to head south, east or north.

The reason they want to be in the station is because the rank was in direct view of platform 11 where most London trains decanted.
There's no moral high ground here for as long as the Waverley Steps 'rank' exists
People at the airport find the rank no problem in spite of the multi story car park being rearranged AGAIN right now

Once again, the spectre of the disabled struggling around Waverley "with two heavy suitcases" invoked as a proxy for "why can't I drive my car up to platform 11 any more?"
On taxis: "What they have done is open up the possibility of working at the station to the entire taxi trade without any of us paying. If they now try to make us pay again, my view is that horse has bolted.”
"“Why should we be asked to pay to pick up passengers? We’re doing them a service by bringing people to the station."
We'll see, eh?

The sooner they get platforms 5 and 6 extended and remove that expanse of taxi-tempting tarmac, the better.
