  1. Yeah, it is. I got a response from the council Twitter account, so I replied to that pointing this out as well. At some point someone might think about what they're doing...

    By the looks of it they are anything but responsible. Isn't the cycle path a road? Isn't there rules about closing roads and what needs to be applied for before they can be closed? Does the council Care?

    That was the basis of my query to Morningsider in a newly started thread (so he'd see it, rather than posting in here). There's an ETRO to create the route, which runs till September (at which point the route reverts back to previous format), but as far as I can see you'd require to make an amendment to the ETRO to allow part of the route to be completely blocked. Certainly can't find any amendment online.

    Hello,

    As you are aware there is an ETRO in place for George Street just now for the layout of 1-way for motorised traffic on 1 side of the road, with a 2-way segregated cycleway on the other carriageway.

    The cycleway has now been blocked between Castle Steeet and Frederick street due to the construction of a temporary marquee and bar and associated compound for the Festival Fringe. Are you able to confirm if this would require a further TRO (supplementary to the ETRO) to block the cycleway in this manner and also if there is any such additional order in place.

    The literature on the council's own website (http://www.edinburgh.gov.uk/blog/index.php?path=blog/newsblog/post/872) states;

    "Events promoter Universal Arts has committed to retaining the eastbound cycle facility, which will be routed around their performance area and bar. The westbound carriageway will remain open to drivers between 6am and 6.30pm from 5th to 31st August though will close outwith working hours. Cyclists may travel through the site at any time."

    The current layout means there is no eastbound facility. Home-made signs on the blockage suggest a detour via Hill Street in both directions. This is neither what appears to have been agreed and is also not possible westbound as Hill Street is 1-way eastbound only.

    I would be grateful of any advice you can offer.

    Dismount and go where? Pavement pretty busy...still a core path though, so riding carefully on it is "technically" legal!

  20. Seems that way acsimpson, as the Hill Street diversion is still mentioned.

    The dismount sign looks more like a proper council one, so I hope that's not their solution after the officer visit!

    Universal Arts claiming that the council statement is incorrect.

    David Miller of BBC Scotland has been on Twitter about it too.

    In other news I appear to have got my 5,000 follower on Twitter from all of this. Wahey! (Charlie Brooker was right, Twitter is just a game)

    Yep

    Fun though!

    Meanwhile in the 'real' world, one way or another, key officials are - deliberately or incompetently - letting stuff happen that shouldn't be.

    And of course ignoring the wishes of elected councillors.

    So, business as usual, heads won't roll.

    If I was LH I'd probably resign to preserve my (remaining) sanity.

    I have my printout. Need to find a highlighter to mark the bit about cyclists being allowed to pass through. Maybe it'll turn out they meant "allowed to pass through, albeit not accompanied by their bicycles and only for the purposes of purchasing pop-up festival drinks".

    Festival changes to George Street traffic

    This year’s festival will see minimal changes to traffic management on George Street.
    The street’s two-way cycle lane will be reduced between Castle Street and Frederick Street until 31st August.

    Events promoter Universal Arts has committed to retaining the eastbound cycle facility, which will be routed around their performance area and bar.

    The westbound carriageway will remain open to drivers between 6am and 6.30pm from 5th to 31st August though will close outwith working hours. Cyclists may travel through the site at any time.

    In September 2014 the Council introduced a dedicated two-way cycle lane, additional pedestrian space and a one-way traffic system for cars as part of a one-year-trial.

    The changes aimed to make the street more attractive to shoppers, residents and tourists, and were approved as part of a wider city centre vision in October 2013.

    Upon completion of the trial in September this year, an advisory cycle lane will be introduced on the north side of the street for eastbound cyclists and on the south side of the street for westbound cyclists. The street will also revert to four lanes of traffic while the Council considers the results of the trial and the street’s future layout.

    An independently-led design process is already underway, and has been specifically set up to involve residents, businesses and all other stakeholders who are interested in the future of George Street.

    Open days will be held by independent designers Ironside Farrar during the summer, where anyone will be welcome to drop in and give their views. The purpose of this work is to agree design principles and examine a range of options for George Street’s layout.

    The first public drop-in will be all day on 13 August in the Roxburghe Hotel.

    @chdot I think it's been vehicles about-turning since the bar appeared. Wingpig's video seems to show lots of parked vehicles on the eastbound carriageway. They didn't get there by magic. I don't know if that means bollards have been disappeared too.
