I think most likely she steered on to the cycle path to avoid getting a parking ticket to add to her misery.
And modern cars very rarely breakdown. More likely it ran out of petrol.
No wait, that's sentient...
More likely the operator failed to ensure there was adequate fuel on board.

Thanks to everyone else that has contributed, including Earthowned with some background as to why the car was there.
But we can't let facts get in the way of (gentle) humour... !So this year's Golden Bollard Award goes to Crowriver for his funny and empathetic comment....
