Took this picture en route to send-off for ride to Paris on Saturday https://www.flickr.com/photos/h52/22783273853/in/album-72157661775364966/ It would appear to have some official recognition, because the central white line has been repainted to accommodate the blocked carriageway.

However it seems to fail badly on being effectively and safely signed and presented to those using the cycle lane Southbound and has no matching warnings for Northbound traffic on the road narrowing. There is also not statutory notice on the works providing details of the person/organisation responsible.

It is no great surprise - most road works sites are inadequately protected and signed to the details listed by Chapter 8 of the Traffic Signs Manual (TSRGD) but this one with apparently official repainting of road markings and a longer term presence should surely have been done in an exemplary manner.
