    The project is informed by an understanding that there is already a broad (though not unanimous) consensus on the need to reduce the amount of car-based travel, expand high quality public transport, and give much better conditions for walking and cycling. There is extensive evidence and experience on successful initiatives in the UK and elsewhere on how to do so. However, that experience does not yet reflect the urgency recognised of the wider issue of environmental change. And in practice at the same time there are some underlying pressures in the opposite direction, and the allocation of funds does not match these objectives.
