Large parking changes including Sunday restrictions

    The long awaited parking restrictions on Sunday are here, but only in the afternoon...

    Amongst the changes are some significant increases in parking on certain streets from single/double yellows to shared use bays. Noticed some big jumps near me on Grove Street and Gilmore Place.
     
    Bemusingly, they’re also proposing to increase parking on streets that have planned cycle routes (which will reduce parking) - sounds like a sure fire way to get people annoyed. e.g. they’re significantly increasing parking on the north side of St Andrew Square that will be removed by CCWEL.

    If anything, some of the parking increases would be handy to ‘hold back’ per say and deliver them with an Active Travel scheme to make it more appealing to NIMBYs.

    These new graphical orders are a step in the right direction, probably, but it's quite hard to see what the differences are.

    Are you sure they're increasing parking on the north side of St. Andrew Square? It looks like they're actually taking away a bay to be replaced with...nothing? Either an error or maybe extra bus stop space or something?

    Is there any mention of plans for enforcement? The Sunday morning exemption is apparently for church goers but there is already regular parking in the cycle lanes outside other religious places when in use eg Mosque.

    No - enforcement is an ongoing operational matter so isn't really relevant at the legal orders stage. You'd imagine this would mean better enforcement on Sundays though given that there's sweet sweet pay and display revenue to be protected.

    As a perfect example of the council not knowing its ar** from its elbow, they are proposing to increase the parking directly outside Gillespie's Primary School gate.

    The gate is already inadequately lined - there should be "Keep Clear" zig zags and instead there is only a single yellow.

    Parking, unloading, road danger and pollution are already massive issues here, yet they want to increase the parking!

    @jonty Ah you're right, excuse my idiocy! Had the current/proposed maps mixed up. Although it doesn't seem to be getting replaced with any restrictions...

    Extra parking on Lady Lawson Street too which will need to be removed if the council remember to build Meadows-Castle Terrace.

    They are also removing the single yellow line on the north side of the street there, if I'm reading the diagrams right.

    That's often a very busy bus stop so that can only go well.

    There are actually Traffic Regulation Orders (TROs) out for this:

    Note that the council are proposing to increase the number of parking bays available to permit holders by 2000! So effectively increasing the number of cars in the city by 2000 in the middle of a climate emergency, toxic air, etc.

    Therefore you can formally object by the 26th November

    Note, it seems misleading and disingenuous of the council to provide a separate, non-formal consultation at the same time - it almost seems like a distraction technique from the formal TRO process...

    I assume the vast majority of that is by making pay-and-display spaces available to permit holders? I wonder if there's an argument that this actually makes driving into town harder. Although it's surely only going to make car ownership easier in the short term.

    I haven't checked all the drawings, but in our local area they've added at least 20 new spaces by converting yellow lines to bays (often at least partly blocking sightlines at junctions) and by converting bays to end-on parking (Meadow Place for example).

    So I can see this adding up to a significant increase in new parking across the city

    Where even is the demand for that; that section is often not full and there is plenty of free space in Thirlestane Road at that end.

    From looking at it last night, it mostly appeared the other way round - that permit-only spaces will become dual-use pay-and-display. Only a percentage though.

    And @neddie, great spot, I was staring at that map and didn't see the new extra parking right outside the school gate - mad ! Will be objecting for sure.

    I notice part of the TRO was to do double yellow lines at junctions. I haven't seen much of that, perhaps because it's mostly already done in the areas I've been looking at. However, I remember hearing it's now council policy to do DYL at dropped kerbs too - has anyone seen any evidence of that?

    It turns out that clicking on the "Have Your Say" link at the bottom of the "consultation" page takes you back to the council general page on TROs, where you are then asked to write to trafficorders@edinburgh.gov.uk

    So there is no separate consultation and TRO process. One simply needs to object (or comment) on the TRO at trafficorders@edinburgh.gov.uk

    The way this is all set up and linked is very confusing and far from clear how you should object nonetheless.

    Personally I have no intention of objecting to these proposals. Sunday parking restrictions can't come soon enough, given the chaotic free-for-all that exists currently. Some fiddling around the edges of resident's parking bays seems a small price to pay. Objecting just prolongs the status quo.

    Dropped the project manager for Meadows-Canal a note about this and it seems the parking team didn't tell the active travel team...

    @neddie The website is fairly motorist centred as well. How many people without a parking permit know where "Zone 5A" is?

    @crowriver I agree RE Sundays but the changes do not affect just Sundays - on this specific street they affect weekday primary school kids trying to get safely in and out of their school gate.
    Putting in parking bays right outside the school gate is mad. They should be putting in zig-zags instead to keep it clear, which they've never bothered to do, but now is a great opportunity. It's a tiny alteration to plans of this scope, but it makes a big difference to 630 kids every morning and afternoon.

    We took a risk on Ringo last night in chambers street. Car parked in chambers st 5.57 to 6.27 ringo charging in 30 min sections). Traffic in to town on WAR was mad. Lot of cats skipping down long sections of the bus lanes then pushing in. I was hoping that unless they were on some sort of mercy dash they should get fined? Particularly the woman who smashed along the bus lane, indicated she would now be willing to join the queue but tired of this after a second and went back into the bus lane. Also the boy racer who tired of waiting to be let into the contraflow as the cars in front did one at a time and floored it along the bus lane in a fit of pique.

    Blackford Safe Routes (James Gillespie’s Primary School Travel ctte) have some serious concerns with regards to TRO/19/29 (Sunday Parking restrictions) because of additional parking to be provided across the city and directly outside the school gate, contrary to all active travel and safety requirements. Furthermore, additional parking bays have been provided in other locations across the city which will cause obstruction to active travel route accesses.

    As such, Blackford Safe Routes have prepared an objection to the TRO which you can find here:

    Blackford Safe Routes have only checked parking Zone 8, but we're sure there could be other issues/conflicts with active travel in the other zones, given we found at least 7 different issues in one zone.

    Haymarket/Dalry is Zones 1 and 4. Gorgie is zone S4.

    Only the inner zones (zones 1 to 8) are affected by the TRO. So zone S4, or any zone beginning with an 'N', 'B' or 'S' is not affected.

    @fimm - I could have this slightly wrong, but I think the covered area stops at Haymarket.

    (Click the layers button near top right, then tick the "Controlled Parking Zones" box under "Transport").

    Zone 1 contains Haymarket Terrace, and goes as far as Queensferry St.

    Dalry Road is in zone S4, which doesn't seem to be covered by any of the proposals. Gorgie doesn't have a CPZ.
