    The political decision to scrap the cycle hire scheme will be costly to reverse, not least due to the cuts we face. Sponsorship may help, but external funding (Scot Gov) will offer the best chance of success.

    The scale of the Active Travel Action Plan I will table later this month should mean the Council can bring more expertise in house... and deliver projects faster as a result. This relies, however, on the Scot Gov funding CEC directly.

    I agree with Cllr Arthur on this - Councils shouldn't have to bid for taxpayer money from Sustrans. Funding could be allocated through the existing Walking, Cycling and Safer Routes grant - which is ring fenced for active travel investment.

    Depends how you want to allocate it though. If some councils have more high quality ambition than others, makes sense to fund them more. (though downsides apply for planning with uncertain funding levels)

    I like the idea of direct and proportional ringfenced funding - and not just for "active travel", drill it down and assign X amount for pedestrian improvements and Y amount for *segregated* cycling infra, with hard limits on how much can be used for concept/design/consultation as opposed to actual spades-in-dirt delivery - with a strict "use it or lose it" clause. Any councils that don't use the money in a given financial year have to give it back, and *that* money can be put into a fund controlled by Sustrans that councils with a proven track record of delivery can bid on to fund extra stuff.

    Thinking about this, while I agree that the funding system should be changed, does anyone else get the feeling this is really just Cllr Arthur teeing up his excuse for doing next to nothing over the next few years and blaming the Scottish Government?

    Quite. Somehow despite spending increasing to higher levels per capita than the Dutch, we couldn't build a single inch of high quality infrastructure due to the funding model...

    Hard really to figure how so much noise can be made but not any signal?

    Partly due to the issues in Labour, Tories and SNP and the weird minority scenario.

    Which leaves the Greens unless Foxy manages to convince the Powers that Flags are entitled to vote.

    That’s not entirely true on CEC.

    But yes, there is split in the party created by ‘local issues’ in some parts of Ed - plus, no doubt, the influence of the Party Leader…

    Cost of parking tickets -

    The Scot Gov claiming this isn't in the public interest is an affront to democracy.

    This comes on the same day as Reform Scotland said there is an “unacceptable” lack of clarity from the SNP/Green Gov on the changes needed for the country to meet its net-zero targets.

    Two Points:

    1. The Greens are at the top of the Scot Gov, so when speaking "truth to power" they are talking to themselves.
    2. In terms of "speaking up", they are certainly not doing that where cuts to Councils in Scotland are concerned.

    Would all be quite comical/entertaining if he didn’t have an important/difficult job to do - one in which he needs support from those who agree with (some of) his stated aims.

    The road and footpath condition is down to a budget set by the last administration. I accept the service is underfunded, and I am working to resolve it in the Feb budget.

    Transport convener Scott Arthur admitted more needed to be done and said he was actively trying to put a plan together. He said: “One of the first things I did as transport convener was accept that the condition of roads and footpaths is unacceptable. I now know the service is under-funded and to halt the decline we need an additional £8 million a year. Despite the significant cuts the council faces from the Scottish Government I’m open to working with councillors from all parties to halt the decline of road conditions in Edinburgh.” He added that he had asked officials to bring forward proposals to tackle the issue.

    If the SNP/Green Government really does want to upgrade the city bypass this must be done in an open and transparent manner, and they have to explain how it contributes to their plan to reduce traffic in Scotland by 20%.

    I spent the morning with the Lothian Buses MD talking about congestion, the Public Transport Action Plan, North Bridge, TTN etc. I'm looking forward to her attending the next TEC.

    She also divulged that she sat on the "best seat on the bus" with her kids.

    I think Sunday into Monday must be the most likely period to have a gritting fail

    Not making any excuses, gritting surely linked to forecasts and was long forecast to freeze following snow Sunday night.

    Was just about ok on flat but Kingsknowe brae dangerous ungritteed. Thank goodness for the bollards

    @SRD, you have too many followers - he only responds to the Edinburgh Joiner who he likes to have a beer with in the Goodies, and various other 3-follower accounts.

    Transport policy based on white-van-man, what more could you ask?

    Also, it shows a lack of social intelligence if he thinks he can "convince" the 3-follower troll bot accounts. All he's doing is amplifying their BS
