Spokes has noticed that the proposed new rules include

Padlock or secure cycles or attach other items to any railings, gates, poles, or other infrastructure not dedicated or provided for this purpose in or around any Park, Beach, or Green space.

Don’t know if this is actually a new or revised rule. (4.19)

In practice unlikely to be enforced. It might seem well meaning (potential damage to CEC infrastructure/paint) but as CEC is not about to increase cycle parking in parks it seems unreasonable.

Perhaps it could start with notices on railings around playparks - “please lock your bike here”!

Meanwhile people can respond to consultation -

Also if you have a favourite park where this could be a problem, you could contact local Cllrs.
