So that would suggest that whenever I buy a car tyre I would have to get a puncture, then get it fixed to get my monies worth.

Depends where you buy from, I generally buy from a trade supplier then take it to a local small garage who'll do a fit + balance for £15 or so, and still save money over going to a fast fit!
No free puncture repair, but then (touches wood) punctures are relatively rare on properly inflated car tyres.
And I should have a crash every year then let the house get broken into so I get full value from the insurance.
I'm missing out on some value from the NHS, darn that cycling.
